G. Ziccardi, Il contrasto dell’odio online: possibili rimedi

Abstract

Ipotizzare una strategia di contrasto per l’odio online non è certo facile. Le uniche tre armi che gli Stati hanno – l’educazione degli utenti/cittadini, un uso efficace dello strumento giuridico e l’utilizzo della tecnologia stessa per mappare e bloccare contenuti d’odio in maniera automatizzata – non sono di facile gestione. Un costante equilibrio di queste tre forze è il metodo più efficace per contrastarlo, ma prima è indispensabile comprenderne il fenomeno.

Abstract (english)

Drawing a contrast strategy for hate online is not easy. The only three strategies that States could enact – the education of users/citizens, an effective use of the legal force and the use of technology itself to map and block hate content in an automated way – are not easy to manage. A constant balance of these three forces is the most effective method to counter-act hate online. But, first, it is essential to understand the phenomenon.
