P. Guerrieri, L’elevata posta in gioco in Europa. L’Ue tra rischi di frantumazione e rilancio del processo d’integrazione

Abstract

L’area euro e l’Unione europea attraversano una fase molto difficile, densa di problemi noti da tempo e nuove grandi sfide che richiedono risposte adeguate. La dinamica della ripresa economica in corso è troppo modesta per poter compensare gli elevati costi economici e sociali prodotti dai lunghi anni di crisi. Nel presente contributo si mostra come l’opzione migliore sia quella di realizzare ciò che finora è mancato: un disegno strategico europeo sull'economia e sulla crescita, anche per battere i populisti che avanzano in Europa. Allo stesso tempo occorre rilanciare il processo di integrazione, nella consapevolezza che l’Unione monetaria europea, pur tenuto conto dei numerosi cambiamenti introdotti in questi anni è ben lungi dall’essere stata completata e ha bisogno di essere rafforzata attraverso profonde riforme. Non sarà facile in un’era di euroscetticismo crescente. Ma un rilancio del modello europeo di economia sociale di mercato sarà possibile solo attraverso un rafforzamento dei meccanismi democratici e rappresentativi in Europa.

Abstract (english)

The euro area and the European Union are really having a hard time, by facing unresolved old problems and new great challenges that require appropriate responses. The present economic recovery is too modest to compensate for the high social costs produced by the severe ongoing crisis. This paper shows that the best option is to carry out what has been so far lacking: a European strategy to relaunch economic growth even to defeat the populist and anti-Eu movements who are advancing everywhere in Europe. At the same time the deepening of the integration process is needed, given that the European Monetary Union has changed in recent years but it is far from being completed. It will be very difficult to achieve this aim in an era of growing euroscepticism. But a revival of the European model of a social market economy can only be achieved through a strengthening of the democratic and representative institutional mechanisms in Europe.
