Roberta Sala, Doveri del cittadino tra ingiunzioni morali e obblighi politici. Il caso della pandemia da Covid-19

Abstract

Nel presente contributo cercherò di discutere degli obblighi che l’essere cittadini di democrazie liberali comporta. Il principio di reciprocità sta alla base dei doveri di cittadinanza. Questi sono stati ribaditi durante il periodo pandemico, specie a fronte della reiterata rivendicazione dei diritti individuali che le restrizioni imposte ai cittadini avrebbero – secondo varie voci – messo a repentaglio, quando non espressamente calpestato. La tesi qui sostenuta è che le restrizioni, dal lockdown ai vincoli di accesso a luoghi e attività per i non vaccinati, non abbiano comportato primariamente la violazione di tali diritti ma, al contrario, una loro maggior tutela, specie nei soggetti più vulnerabili. Il contributo è articolato come segue: 1) breve rimando all’idea dei doveri di cittadinanza in un’ottica democratico-liberale; 2) controversia sulle restrizioni in tempo di pandemia; 3) green pass e obbligo vaccinale; 4) conclusione.

Abstract (english)

In this contribution, I will try to discuss the obligations that being a citizen of liberal democracies entails. The principle of reciprocity underlies the duties of citizenship. These have been reaffirmed during the pandemic, especially in the face of the repeated assertion of individual rights that the restrictions imposed on citizens would have jeopardized, if not explicitly denied. The thesis here is that the restrictions, from lockdowns to restrictions on access to places and activities for the unvaccinated people, did not primarily result in the violation of these rights but, on the contrary, in their greater protection, especially in the most vulnerable. The contribution is articulated as follows: 1) a recall of the idea of citizenship in a liberal democracy; 2) controversy over restrictions in times of pandemic; 3) green pass and vaccination obligation; 4) conclusion.
